Oil on coil boot

2012 Ford Focus. Pulled coil on Spark Plug furthest from Transmission. Oil is getting up on the boot. I want to think this would be an issue with the Valve Cover Gasket. The car has 140,000 miles and I am thinking about proactively having the Timing Chain replaced. Will this probably fix oil issue? Approx cost for Timing Chain job? Thanks
