2010 Milan Low Voltage at Right Rear Turn Signal

Right turn signal is blinking fast. Swapped bulb and sockets with left side, function correctly. Left side has 12VDC when it blinks. Right side has only 6VDC. Is this likely to be a partial short in the wiring? A fault with the SJB?
